The family-based immigration process generally requires U.S. citizens and lawful permanent residents to file a petition for their noncitizen family members. Some petitioners may misuse the immigration process to abuse their noncitizen family members with threats of withholding or withdrawing the petition in order to control, coerce, and intimidate them.

The Violence Against Women Act (VAWA) of 1994 is actually for both women and men, and allows victims to seek both safety and independence from their abusers.
